Executive Order 14434 Replaces AI Terminology With Super Intelligence, United States, 29 September 2026

President Trump signed Executive Order 14434, Inaugurating the Era of Super Intelligence, on 29 September 2026. The Office of the Federal Register published it on 2 October 2026 at 91 FR 63129. Section 2(a) directs executive departments and agencies to use the terms Super Intelligence and SI in place of Artificial Intelligence and AI in official correspondence, public communications, websites, reports and policy documents. Section 3(b) sets a 60 day deadline for proposed legislative language on a federal definition.

President Trump signed Executive Order 14434, titled Inaugurating the Era of Super Intelligence, on 29 September 2026. The Office of the Federal Register published the order on 2 October 2026 at 91 FR 63129, running to page 63130. An Executive Order takes effect on signature and passes through no notice and comment stage, so the directive binds the executive branch now.

Section 2(a) requires executive departments and agencies, to the maximum extent permitted by law, to use the terms Super Intelligence and SI in place of Artificial Intelligence and AI in official correspondence, public communications, websites, reports, policy documents and other non-statutory documents within the executive branch. Section 2(b) provides that nothing in that section requires alteration of previously issued regulations, Presidential actions, contracts, grants or other historical documents. Section 3(a) fixes the meaning of the new terms by reference to the statutory definition of artificial intelligence in section 9401(3) of title 15, United States Code, so the substantive scope of what is covered does not move.

Executive branch agencies carry the work: web pages, guidance, reports and public communications must be reworded. Federal contractors and grant recipients keep their existing documents, because Section 2(b) leaves contracts and grants untouched. Firms that cite agency guidance in regulatory filings, and developers who track federal AI policy, now face two vocabularies at once, since statutes and existing regulations keep the term artificial intelligence while new agency output uses Super Intelligence.

Section 2(a) applies only to the maximum extent permitted by law, and reaches non-statutory documents, which leaves statutory language and rule text alone. The 60 day period in Section 3(b) runs from 29 September 2026 and ends on 28 November 2026, by which date the Assistant to the President for Science and Technology, consulting the heads of agencies the Assistant considers appropriate, must submit proposed legislative language to the President. Section 4 states that the order creates no right or benefit enforceable at law or in equity.
