EO 14409 derives authority from the President's constitutional role as Commander in Chief and chief executive. Its directives require appropriate agencies to prioritize cyber defense of National Security Systems and Department of War information systems. Agencies must harden civilian federal government information systems against external threats, protect US AI intellectual property from exploitation and theft by foreign adversaries, and cultivate advanced AI-enabled national security capabilities. The Order operates alongside National Security Presidential Memorandum NSPM-11, signed the same week, which separately addresses AI in the national security enterprise.
