The CSSF published new Commission Delegated and Implementing Regulations on 22 July 2026, supplementing the Markets in Crypto-Assets Regulation (MiCA). These regulations establish technical standards for preventing market abuse and outline information exchange protocols between competent authorities.
The regulations rely on MiCAR (Regulation (EU) 2023/1114), specifically addressing market abuse prevention and reporting obligations for crypto-asset service providers and issuers of asset-referenced tokens and e-money tokens.
The affected entities include crypto-asset service providers (CASPs) and issuers of asset-referenced tokens (ARTs) and e-money tokens (EMTs). These firms must comply with the new technical standards and regulations as they prepare for implementation.
Some regulations will take effect as early as 2024, while others will be applicable by 2025. Firms are urged to understand the implications of these regulations and adjust their operations accordingly.
The CSSF will provide further guidance on the practical implications and procedures resulting from MiCAR, ensuring that the financial sector remains informed.
