The European Commission announced the launch of the European Institutional Investors Pact on 22 September 2026. This voluntary framework aims to increase long-term institutional investment in Europe's technology and scale-up ecosystem.
The Pact is supported by thirteen institutional investors and includes funding commitments of €15 billion for the European Tech Champions Initiative (ETCI) 2.0 and €5 billion for the Scaleup Europe Fund.
The initiative targets investment in technology and scale-ups, but the Commission also published two reports on the impact of artificial intelligence and digital technologies on education in Europe. These reports examine the implications of generative AI for educational stakeholders and the adaptation of European education systems to digital transformation.
