CSSF Updates on MiCA Regulation for Crypto-Assets in Luxembourg

The CSSF has updated its webpage regarding the Markets in Crypto-Assets Regulation (MiCA) on 22 July 2026. The regulation requires compliance from crypto-asset service providers and issuers of asset-referenced tokens and e-money tokens by specified deadlines.

The instrument is the Markets in Crypto-Assets Regulation (MiCA), Regulation (EU) 2023/1114. The relevant provisions for authorization and supervision of ART and EMT issuers will apply from 30 June 2024, while other provisions concerning CASPs will take effect on 30 December 2024.

The regulation applies to crypto-asset service providers (CASPs), issuers of asset-referenced tokens (ART), and issuers of e-money tokens (EMT). These entities must ensure compliance with MiCA requirements by the specified deadlines.

Entities involved in ART and EMT activities must comply with MiCA by 30 June 2024. The CSSF encourages early engagement to address potential issues in authorization applications.

Issuers of ARTs may continue operations under transitional arrangements if they issued tokens before 30 June 2024. No similar transitional arrangements apply for EMTs.

The bank opened 24 July 2026 under direct OCC oversight and will manage USDC reserves on a directed basis, act as collateral trustee for USDC holders, and provide digital asset custody services to Circle affiliates.

Manitoba Enacts Public Sector AI and Cybersecurity Governance Act June 2026

On 1 June 2026, Bill 51, The Public Sector Artificial Intelligence and Cybersecurity Governance Act (S.M. 2026, c. 43), received Royal Assent in Manitoba, Canada. The Act mandates transparency, accountability structures, and cybersecurity incident reporting for public sector entities using AI systems. Substantive obligations take effect only through regulations yet to be made.
