CSSF Publishes New Regulations Under MiCA

The CSSF published new Commission Delegated and Implementing Regulations related to the Markets in Crypto-Assets Regulation (MiCA) on 22 July 2026. These regulations establish technical standards for preventing market abuse, reporting templates, and cooperation between competent authorities.

The regulations rely on MiCAR (Regulation (EU) 2023/1114), specifically addressing the fees charged by the European Banking Authority to issuers of significant asset-referenced tokens and e-money tokens, along with procedural rules for imposing fines on these issuers.

The new regulations apply to crypto-asset service providers (CASPs) and issuers of asset-referenced tokens (ARTs) and e-money tokens (EMTs). These entities must ensure compliance with the new technical standards outlined in the regulations.

Entities must prepare for compliance by the deadlines set for various dates in 2024 and 2025, with a specific deadline of 20 August 2025 for certain requirements. Immediate attention is required to align with the new standards.

The CSSF will inform the financial sector about the practical implications and procedures resulting from MiCAR, ensuring that entities are aware of their obligations under the new regulations.
