The CSSF published new Commission Delegated and Implementing Regulations related to the Markets in Crypto-Assets Regulation (MiCA) on 22 July 2026. These regulations establish technical standards for preventing market abuse, reporting templates, and cooperation arrangements between authorities.
The regulations rely on MiCAR (Regulation (EU) 2023/1114), which includes provisions for fees applicable to issuers of significant asset-referenced tokens (ARTs) and e-money tokens (EMTs).
The new regulations apply to crypto-asset service providers (CASPs) and issuers of ARTs and EMTs, as specified in the MiCA framework.
The CSSF expects compliance with these regulations to begin by 30 June 2024 for ART and EMT activities, with transitional arrangements for ART issuers who issued tokens before this date.
