The Bank of England published a consultation paper on its fees regime for recognised payment systems on 22 September 2026. This document outlines the regulatory requirements for specified service providers operating within the UK.

The consultation is part of the proposed regulatory regime for sterling-denominated systemic stablecoins, as stated in the Financial Services and Markets Act (FSMA) 2023, which amends the Banking Act 2009.

The consultation applies to payment institutions and service providers that are recognised under the Bank's regulatory framework.

The Bank intends to finalise the Code of Practice for systemic stablecoin issuers by the end of 2026, following the consultation process.

The Bank also released a working paper titled 'One dollar, many prices: dealer-specific' on 18 September 2026, which may provide insights into pricing mechanisms relevant to stablecoins and payment systems.
