Detailed overview

Morocco does not currently have a single horizontal AI Act equivalent to the EU AI Act. Its AI framework is developing through Morocco Digital 2030, national AI policy work, public-sector digital transformation, data governance and sectoral regulation.

Morocco has placed AI at the centre of its public-policy agenda. The Ministry of Digital Transition and Administration Reform has described the national ambition as making Morocco a pioneer and regional African hub for sovereign, ethical and inclusive AI, rooted in the Morocco Digital 2030 strategy.

The First National Artificial Intelligence Conference, held in Rabat on 1 and 2 July 2025, was presented as a milestone for building a sovereign, ethical and inclusive AI roadmap. The official synthesis report describes AI as a strategic lever for economic and social development, national digital sovereignty and public-policy transformation.

Morocco's AI approach is therefore policy-led rather than penalty-led at this stage. The current focus is on strategy, sovereign capability, digital public services, data infrastructure, AI talent, trusted AI and sectoral adoption. AI systems may still be regulated under existing laws where they process personal data, affect consumers, are used in finance or healthcare, support public administration, create cybersecurity risks or generate unlawful content.

There is no single Moroccan AI-specific penalty table. Liability depends on the breached legal framework, such as data protection, cybersecurity, consumer protection, financial regulation, healthcare regulation, labour law, public-sector rules, civil liability or criminal law.
