Ecuador does not currently have a comprehensive AI Act. Its AI framework is based on the Strategy for the Promotion of Ethical and Responsible Development and Use of Artificial Intelligence in Ecuador, digital-transformation policy and existing laws.
The Ministry of Telecommunications and the Information Society officially presented Ecuador's AI strategy on 10 March 2026. The strategy is intended to promote responsible innovation, create a trusted environment for emerging technologies, strengthen state institutional management and ensure that AI remains centred on the human being.
Ecuador's AI strategy establishes a roadmap for AI development, adoption and governance under principles of transparency, ethics, inclusion and respect for human rights. Its stated goals include improving public services, supporting the productive sector and creating new opportunities for employment and economic growth.
The strategy has three main axes. The first is AI governance, focused on an ethical, responsible and transparent framework for AI development and use. The second is capacity and technology, focused on talent, digital infrastructure and data governance. The third is AI adoption and development, focused on research, innovation and AI solutions in the public and private sectors.
Ecuador's earlier digital-transformation policy also recognises rights connected with algorithms and AI. It states that people should be empowered to benefit from AI advantages, make informed decisions in the digital environment and be protected against risks and harm to health, safety and rights.
Ecuador does not currently have one AI-specific penalty table. Penalties depend on the underlying law breached, such as data protection, cybersecurity, consumer protection, financial regulation, healthcare regulation, employment law, public-sector rules, civil liability or criminal law.
