Detailed overview
Qatar does not currently have a single comprehensive AI Act equivalent to the EU AI Act. Its AI framework is based on national strategy, official AI guidelines, government AI governance, data-protection rules, cybersecurity and sectoral regulation.
Ethical AI principles
Qatar's Ministry of Communications and Information Technology has published Principles and Guidelines for Ethical Use of Artificial Intelligence. The guidelines are intended for all AI users, including private companies, government entities, students and the general public. They are not legally binding, but they provide Qatar's official expectations for responsible AI use.
The guidelines define an AI system as a system that uses algorithms, data and computing power to perform tasks that normally require human intelligence. They address responsible use, transparency, fairness, accountability, privacy, security, human oversight and avoidance of harmful AI practices.
AI guidance for developers
Qatar also has AI guidance for developers and publishers of AI systems. This guidance provides a roadmap for AI development and deployment under the oversight of the Ministry of Communications and Information Technology, with an emphasis on ethical practices, local values and international standards.
National AI Strategy
Qatar's National AI Strategy is intended to support the country's economic and strategic development under Qatar National Vision 2030. It focuses on AI adoption, government transformation, talent, infrastructure, research, innovation and governance.
Penalties
There is no single Qatar AI-specific penalty table. Penalties may arise under data protection, cybersecurity, financial regulation, healthcare regulation, telecoms regulation, consumer protection, criminal law or sector-specific licensing rules.
