Paraguay does not currently have a comprehensive AI Act. Its AI framework is developing through AI readiness work, digital-transformation initiatives, public-sector technology policy and infrastructure projects.
Paraguay has carried out work on AI readiness. Official CONACYT materials refer to an assessment of Paraguay's preparedness for artificial intelligence and policy recommendations for a robust, inclusive and responsible national AI ecosystem.
Paraguay is also developing AI infrastructure. Official MITIC materials state that Paraguay and Taiwan are advancing a project for a Sovereign Artificial Intelligence Compute Center under a 50/50 cooperation structure, combining Paraguay's energy advantages with Taiwan's semiconductor expertise. The project is intended to position Paraguay as a regional AI hub.
These developments are important for AI policy, infrastructure and investment, but they do not create a full AI compliance code by themselves. Current AI compliance in Paraguay depends on existing laws, including data protection, cybersecurity, consumer protection, financial regulation, healthcare regulation, employment law, public-sector rules, intellectual-property law, civil liability and criminal law.
