Lebanon

Lebanon does not have a single AI Act. Its framework is developing through the Ministry of Technology and Artificial Intelligence (MITAI), the Digital Transformation Strategy 2020–2030 and a target of an AI-first government by 2030 with 80% of services digitised.

Key provisions

Ministry of Technology and Artificial Intelligence (MITAI)

In force

Dedicated ministry developing and implementing Lebanon's national digital and AI strategy, with goals connected to economic growth, public-sector digitisation and innovation. Leads creation of a unified national digital infrastructure (cloud, data, digital ID, cybersecurity).

Digital Transformation Strategy 2020–2030

In force

Recognises AI as one of the technologies to be considered in adoption of new public services, alongside cloud, blockchain and IoT. Citizens and residents must be assured that their personal data is governed by transparent rules and procedures.

AI-first government 2030 target

In force

MITAI strategy materials set 2030 targets: AI-first government with 80% of services digitised, every agency migrated to cloud, attraction of at least USD 500 million in AI investment and productivity gains through AI in key sectors.

Future Digital and AI Authority

Proposed

MITAI materials foresee a future Digital and AI Authority to oversee digital technology and AI, ensure compliance with international standards in data privacy, cybersecurity, digital sovereignty and governance frameworks, support AI-based services and act as interface between government, private sector and international partners.

Detailed overview

Lebanon does not currently have a single comprehensive AI Act. Its AI framework is developing through national digital transformation policy, the Ministry of Technology and Artificial Intelligence, digital infrastructure planning, future legislative work and existing laws.

Lebanon's Digital Transformation Strategy 2020–2030 recognises artificial intelligence as one of the technologies to be considered in the adoption of new public services, together with cloud, blockchain and the Internet of Things. The strategy also states that citizens and residents must be assured that their personal data is governed by transparent rules and procedures.

Lebanon has established a dedicated Ministry of Technology and Artificial Intelligence, known as MITAI. MITAI's strategy materials state that the ministry is developing and implementing Lebanon's national digital and AI strategy, with goals connected to economic growth, public-sector digitisation and innovation. MITAI is also described as leading the creation of a unified national digital infrastructure, including cloud, data, digital ID and cybersecurity layers.

MITAI's strategy materials identify several 2030 targets. Lebanon aims to run an AI-first government with 80% of services digitised and every agency migrated to cloud. The strategy also refers to attracting at least USD 500 million in AI investment and increasing productivity through AI in key sectors.

Lebanon's AI governance is infrastructure-led rather than penalty-led at this stage. MITAI materials state that the future Digital and AI Authority would oversee digital technology and AI, ensure compliance with international standards in data privacy, cybersecurity, digital sovereignty and governance frameworks, support AI-based services and act as an interface between government, the private sector and international partners.

For businesses, Lebanon should be treated as an emerging AI governance jurisdiction. There is no current EU-style AI Act, no general high-risk AI conformity-assessment regime and no single AI-specific fine table. Current AI compliance depends on existing data, cybersecurity, consumer, financial, healthcare, telecoms, employment, public-procurement, intellectual-property and criminal-law rules.

AI projects in Lebanon should pay particular attention to personal data, cybersecurity, public-sector contracting, cloud and data-hosting arrangements, automated public-service delivery, financial services, healthcare and AI-generated content. These are the areas most likely to be affected by future legislation or Digital and AI Authority standards.

  • Personal data of citizens and residents to be governed by transparent rules and procedures.

2030 targets

  • AI-first government with 80% of services digitised.
  • Every agency migrated to cloud.
  • Attract at least USD 500 million in AI investment.
  • Increase productivity through AI in key sectors.

Future Digital and AI Authority

  • Oversee digital technology and AI.
  • Ensure compliance with international standards in data privacy, cybersecurity, digital sovereignty and governance.
  • Support AI-based services and interface between government, private sector and international partners.

Sensitive areas for AI projects

Sectoral overlays

  • Data, cybersecurity, consumer, financial, healthcare, telecoms, employment, public-procurement, intellectual-property and criminal-law rules.

Penalties

  • There is no AI-specific penalty table equivalent to the EU AI Act.
  • Penalties depend on the underlying law breached — typically data protection, cybersecurity, consumer protection, sectoral licensing, public procurement, intellectual property or criminal law.
  • AI compliance therefore depends on the sector and the legal effect of the system, not on a standalone AI statute.
