Kuwait does not currently have a comprehensive AI Act. Its AI framework is based on digital-transformation policy, AI governance initiatives, public-sector technology adoption, financial-sector innovation and participation in regional digital-cooperation frameworks.
The Communications and Information Technology Regulatory Authority has stated that Kuwait has established a practical approach to AI governance and the integrity of the digital information environment, especially in connection with Kuwait's participation in the Digital Cooperation Organization.
Kuwait's AI direction is closely connected with Kuwait Vision 2035 and digital transformation. Official CITRA materials describe AI, cloud computing and other emerging technologies as relevant to achieving the objectives of New Kuwait 2035 and supporting smart governance, finance, healthcare, smart cities and cybersecurity.
Kuwait also has an AI Innovation Center initiative through the Central Agency for Information Technology. The centre is designed to support government adoption and implementation of AI solutions in a structured and sustainable way.
